IMHO, this can be translated to : "to the dead cherry blossom are offered"
according to EDICT, "hotoke" can be translated to "the deceased" instead of "Buddha".
plus, i'm pretty certain that the kanji sentence at the first line of bottom left is read "enriedo", which in EDICT means "abhorrance against (living in) Impure World"(= our world). IMHO this makes more sense than translating it to "the defilers of Onri".
