An incident for use with Arkham Horror

This Herald effects gameplay in the following ways:
- Put the Mythos Card Full Moon into play. It cannot be removed from play for any reason.
- Investigators that go insane while in a street area (not in a location or other world), must take a madness card, and then lose half of their possessions or take another madness card as per the normal insanity rule.
- When an investigator goes insane, add a doom token to the doom track.
- When an investigator goes insane while a rumor card is in play, trigger the fail condition on that rumor regardless of completion status.
